Their initiative calls for creating an electronic pool of title insurance information of a size and scope never before contemplated. The Working Group knows such a facility, although designed to benefit everyone, will be seen as controversial and alarming to some. They feel any premature disclosure of what they are working on will threaten its success. So they work in secret. After two years the Working Group completes its work. It forms a new company, an exclusive facility, fully developed and completely and comprehensively structured down to the last important detail. They sit down with the five major title insurers for the purpose of explaining it to them. Because the plan requires total industry participation, the assent of these five companies, booking, as they do, 90% of all title insurance risks, is essential. They answer all questions. They ask for the opportunity to respond to any objections. They urge that participation agreements be signed so work can begin. |
