Why some title people aren't always immediately enthusiastic . . .  

They tend to think they would be giving up more than they gain.  

They look for reasons to oppose it, and, believing they've found one, stop there.

They think there must be a catch to it somewhere. Of course, there is no catch.

They tend to think it favors new small companies over larger, established ones with high market shares and many prior files. After looking at it more closely they come to realize the opposite is true.

They have difficulty accepting that to be good for them FeeSimpleHosting must also be good for their competitors. 

They have difficulty comprehending the significance of having in front of them the immediate prior policy on every new case.

They like working in a difficult and complex profession and aren't sure they want that profession to become less difficult, which it will.
